Yes, it is safe. Once I have cooked the frozen base and simmered it with my additional chickpeas, it is safe to freeze again for up to 3 months. Refreezing only becomes a safety concern if you were to thaw the original frozen meal, not cook it, and then refreeze it. A repeated freeze-thaw cycle on uncooked food is where bacterial growth becomes a risk.
This all comes down to the simmer and water. The Trader Joe’s base is fairly thick, which is why I loosen it up with water when I add the chickpeas. If it seems too thin, I simmer uncovered over a medium heat, and give the water a chance to evaporate, which results in a thicker sauce. Be sure to stir constantly. And if the sauce is too thick, I add a few tablespoons of water at a time, until it has reached the consistency I want, and stir as it simmers.
This happens more often than you expect, and could be a result of the additional water. To avoid this, I sometimes use vegetable broth instead of water and season with slightly less salt. If I am about to serve the meal and it still needs a little something, I add 1/2 teaspoon ground cumin, 1/2 teaspoon coriander, 1/4 teaspoon chili powder, and 1/4 teaspoon turmeric. If I have time, I roast my spices in a bit of coconut oil in the pot before adding the channa masala.
